New Thailand National Charter Proposed
A forum at Chulalongkorn University yesterday made a proposal that the Thai government should set up a committee to draft a new charter. In order to do that, it would be necessary to amend Article 291 of the current constitution. The proposal was given to create an alternative to proposed amendments to the recent charter which was drafted by unelected members of the military coup. The People Power Party, which won the last election, is planning to amend the current charter.
Opponents of the amendments see them as an attempt by PPP to help return former prime minister Thaksin Shinawatra to power. People’s Alliance for Democracy (PAD) is the group most strongly opposed to the amendments.
Chulalongkorn University’s faculty of political science, who conducted the forum agreed that the current constitution is flawed, but that simply amending it could lead to even more division in Thai society. The forum members suggested greater participation by the public in creating a new charter. It has been suggested that the new draft should be based upon the method used in 1997 when a new charter was approved. In that instance, representatives elected by the people as well as acedemics who were appointed.
